Consultations are only with the manager. It seems a consultation with the director is not possible. The manager drew my eye line and said I was the kind of eye that needed fat grafting, and that since this hospital doesn't do fat grafting, surgery wasn't possible. I'd heard this hospital refuses eyes that seem likely to fail or look bad, and that turned out to be true. As for why they don't do fat grafting, I wonder if it's because of the risks and not because they simply don't want to do it at all.
