Among the hospitals I visited, they explained things in the most detail during the consultation, and both the manager and the doctor were the kindest. Also, they recommended a direction that was not excessive and suited the patient, and there was no pushing for surgery or anything like that. The consultation about surgery was done only by the doctor, not by the manager.
