I had outer canthoplasty about 5 years ago. I think it's almost completely healed, but when I look at old photos, my eyes were actually smaller back then? haha It doesn't seem like it's completely reattached, though. Still, I don't think they'll droop too much, so I like that it's only half reattached~ It did have some effect, and for people planning outer canthoplasty, please look into it well. You have to go around with stitches hanging at the back of your eyes, and I had a burst blood vessel so it took about a month.
