I got a consultation for arm pit bra surgery, and because I'm overweight I was given the exact price including VAT, with extra charges too. For arms, it seems they charge extra by circumference, and they don't seem to judge by body-fat percentage. Even if your weight or body fat is low, if your arms are thick, this is a hospital I'd kind of not recommend.. If price doesn't matter, it's so-so.
