Looking in the mirror and pressing the under-eye fat with a needle, they explained all the basics, and kindly answered all my questions. I waited until the director came down after finishing surgery, and then received a consultation in order. The director also checked my eyes and kindly explained in detail what would happen if I had under-eye surgery. They said the VAT would be waived for cash payment.
