I went to a hospital that I thought was good after recommendations from friends and by doing my own research, and the consultation went manager-director-manager. The hospital wasn't very big, I think, and it was clean. It's been a while so I don't remember well, but I think there was just one manager and one director there. They recommended partial incision + eye correction + front canthoplasty, but since they said they'd only use local anesthesia and not sleep anesthesia, I was scared when I was young and didn't make a reservation.
