My older sister had double eyelid surgery here, and it turned out just so-so, neither good nor bad. There was a time when her eyes wouldn’t fully close while sleeping, so she went back to the hospital, and I remember they apologized and said they would redo it. As far as I know, the doctor isn’t particularly good at double eyelid surgery, but he was kind.
