I did a lip tattoo event once for 100,000 won. The price was cheap, but the retouch became much more expensive, and they kept recommending full lips even though tint was 100,000 won. They quoted 500,000 won for full lips. As a one-time event, it seems okay to try. For the retouch they asked for 200,000 or 300,000 won, which felt a bit too much.
