I had double eyelid surgery in Seomyeon, Busan. My eyes are a bit upturned, so I did the partial-incision method, but it came undone, so I had it done twice I don't recommend partial incision.. I regret not doing full incision from the start.. They said if it comes undone the second time too, I should pay out of pocket and do full incision again sigh
