If you go when he is busy, the consultation feels like he is saying, if you do not like it then do not do it, and trying to wrap things up quickly; if you go when it is quiet, he is a bit gentler. Still, it is not really an atmosphere where you can ask questions, inquire about things, or talk about your requests, because then he says just do not do it, so you end up just saying yes, yes, yes and leaving. At the counter, one person is at least fairly kind, but the other person has that kind of if you do not like it then do not attitude, so I do not feel like asking that person anything.
