Lower eyelid fat laser? Is this right? They ruined a person's eyes

This is my husband’s eye right now. The clinic said to do fat repositioning later, and recommended a non-incisional lower eyelid fat laser procedure? (a small incision under the lower eyelid, then using a laser to melt the fat), so he had the surgery. When we heard the explanation before surgery, they said he could go about daily life normally and that it was a simple procedure taking about 10 minutes, so I proceeded even though it felt strange that such a simple surgery would require general anesthesia. But... after it ended, while he was waiting in recovery, a nurse ran up in shock and said there was bleeding, so they had to give general anesthesia again and cauterize the bleeding to stop it. Is this really such a difficult surgery? They said it was a simple procedure with daily life possible, easier than fat repositioning. Has anyone had a lower eyelid fat laser procedure...?
