Someone around me said they had surgery here and it turned out well, so I went in for a consultation. There seem to be a lot of people who get turned away, but I got a very detailed explanation of my eye condition and was told that I definitely needed double eyelid surgery... They were very blunt and the cost was on the high side compared to other hospitals. They seem to be stubborn, so I do not think they would do exactly what the patient wants.
