The director even drew diagrams to explain things in detail, so out of all the places I consulted, this one felt the most trustworthy. They also recommended lower blepharoplasty, but they gave me the choice of what to do. If I were to have surgery, I want to do it soon, but the dates don't line up, so I'm still thinking about it.
