I had double-eyelid crease release surgery here 3 years ago, but my eyes turned red, I developed ectropion and scarring, and I guess they lowered the fat and released it, because my upper eyelids were also extremely puffy. It was expensive too. If the surgery here had gone well in the first place, I probably wouldn't have joined this forum. I'm thinking about a revision now.
