There is a separate consultation fee. Among the hospitals I've been to for consultations, this one had the best and most private facilities. It was expensive, though I went there during COVID, so after consulting with the head consultant and filling out the questionnaire, I went home and watched the video file the doctor sent by email. He explained things by rotating the CT in 3D, just like what I usually saw on YouTube, and he didn't recommend things I didn't need.
